Joseph was using a megaphone, and police told him he couldn't use it without a permit, the report said. Joseph gave the megaphone to another protester, and police told that person not to use it as well.
But as an officer was talking to that person, Joseph "walked over to the officer and struck him across the forearm using a karate chop technique," the post said.
