The new guy the mayor appointed to run the cemetery

Has anyone else had trouble with the new guy running the cemetery he's very rude and will not help you with anything if your stone is plowed in he tells you go get a shovel he tried to keep me from putting American flags on the graves if anyone else has had problems please let me know
