Councilor Michael Marks questioned whether councilors voting for themselves for president or vice president presented a conflict of interest due to higher compensation for those positions. Another councilor, Robert Penta, invoked "Section 22," a bylaw that halts all debate on a topic, on both votes and without an organization the council adjourned without getting to the rest of the agenda. They scheduled a special council meeting for Thursday night.
