SWAMPSCOTT, MA —Swampscott wrapped up its first-ever virtual town meeting Tuesday, approving a $69.4 million budget and measures to make it easier for restaurants to offer outdoor dining.

But a warrant article that would have removed the police and fire chiefs from the civil service system was postponed. Instead, the town will form a committee to study the issue a report. While the change had been supported by both chiefs, the firefighter's union had opposed the measure. Others raised concerns that there had not been enough time to fully debate the issue.

The business bylaw changes allow Swampscott businesses to use sidewalks with approval from the selectmen. They also make it easier for restaurants to obtain a temporary permit to offer outdoor dining.
