Tewksbury Detectives worked in conjunction with Andover Police Detectives and set up moving and stationary surveillance on Andover Street (Rte. 133).Tewksbury Detectives subsequently arrested Christopher Francisco, 20, of 7 Toye Ave. (Apartment #1B) in Lawrence and Anthony Ortiz, 20, of 78 Water St. (Apartment #3) in Lawrence for "Trafficking in a Class A Substance (Heroin) Over #18 Grams."Police say approximately 23 grams of heroin were seized as a result of the arrests.Both men were due to be arraigned in Lowell District Court Jan. 5.
