Police spokesman Kevin Grasso said in a press release that Detective Sergeant Robert Rinn and Patrolman Anthony Lopes were on surveillance in the area of the plaza because of past incidents of drug activity.

"While conducting the surveillance officers observed a meeting between the defendant and another subject," Grasso said. "When approached, both subjects denied that any drug transaction occurred. Based on the officers' observations and action of the subjects, a Police K-9 was requested to the scene."
