No Bad Publicity
On March 31, police received a report of a landscaper who had been distributing fliers around town, placed inside a plastic bag with a few rocks in them. The reporting caller said he was concerned of the rocks getting caught in a snow-blower or lawnmower, and noted he had had issues with these fliers in the past.

These fliers had been distributed in the past, and the business has received town bylaw violations in the past as a result. Police also learned that the owner of the business had a suspended license.
On April 1, Officer Carrasquilo made an appointment with the business owner on the flier, Quay Ho of Lowell, 46, to meet at a Hillcroft Road address for an lawn care estimate. Carrasquilo arrived at the address at about 3 p.m., and saw a Toyota coupe at the address.

Neither the driver of the car nor the child in the passenger seat were wearing a seatbelt. When asked, the driver, Ho, did said that he did not have his license on him--he did say he was aware the license had been suspended. This is when the officer revealed that the appointment was with him. When asked why he distributed the ads, despite being instructed not to by the town bylaw, Ho told police that he needed the work.
Ho was arrested and charged with driving on a suspended license, not wearing a seatbelt, and allowing the child in his car to ride without a seatbelt. He was also issued a town bylaw citation for littering from a vehicle, witha fine of $1,000. He was later released on personal recognizance.
