Upon further investigation, the Xterra driver did not have insurance, with the driver telling the officer she was struggling financially and since she was a New Hampshire driver, was under the impression she did not need insurance.

The officer said that a vehicle owned by a Massachusetts non-resident for more than 30 days while being used in Massachusetts must carry insurance equal to the minimum levels of insurance required of Massachusetts residents.
