Wilmington Police Department Names New Deputy Chief

The announcement came as Chief Joseph Desmond prepares to retire.

WILMINGTON, MA — Lt. Scott Sencabaugh has been selected the next deputy chief of the Wilmington Police Department. He will begin his new duties Sept. 5, according to a statement from the town.

His appointment comes as Chief Joseph Desmond prepares to retire, with Deputy Chief Brian Pupa set to succeed him as chief.

Sencabaugh joined Wilmington Police in 1996 as an officer, and in 2002 was promoted to patrol sergeant and training officer. In 2008, he rose to the rank of lieutenant.

From 2006-2017, he served as an executive officer of the Northeastern Massachusetts Law Enforcement Council’s School Threat Assessment & Response System.

"Throughout his time with the Department, Lt. Sencabaugh has demonstrated a deep commitment to professional development," according to the statement. "For 18 years, he served as the Department’s Training Director, identifying training gaps and professional development opportunities, and creating robust safety protocols and emergency response plans that brought together many facets of the community to maximize safety preparedness."

He has also completed professional development courses in areas including leadership and management, incident command and emergency management, first responder health and wellness, medical and emergency response training, active shooter and tactical response, investigations and more.

“Lt. Sencabaugh has consistently demonstrated strong leadership, professionalism, and a deep commitment to the community,” Town Manager Eric Slagle said in a statement. “I’m confident that in his new role as Deputy Chief, he will continue to serve Wilmington with distinction and play a key role in guiding the department into the future.”

Sencabaugh holds a Bachelor’s degree in Criminal Justice Administration from Salem State College and a Master’s degree in Criminal Justice Administration from Western New England College.

“I look forward to working with Lt. Sencabaugh as the next Deputy Police Chief of the Wilmington Police Department,” Deputy Chief Pupa said in a statement. “He has led a distinguished career, and he is an asset to the community and the police department.”

“It is with great pride that I extend my heartfelt congratulations to Lt. Scott Sencabaugh on his well-earned promotion,” said Chief Desmond. “His dedication and exemplary service have been a testament to his character and professionalism. I wish him continued success in this new position and have every confidence that he and Chief Pupa will excel in their new leadership positions.”
