Hughes said based on information developed by investigators, Furlong was arrested on Friday.
And this wasn't the first time Furlong has exposed himself.
Hughes said Furlong had a prior incident where he exposed himself while sitting in his car at the drive-up window at Dunkin' Donuts.
Defense attorney Douglas Sears told Judge Timothy Gailey that Furlong has a "significant mental-health issue'' for which he has been seeking treatment.
But Gailey expressed his skeptism that the treatment doesn't appear to be working.
Sears said Furlong was not receiving treatment at the time of these incident, but will be counseling with a mental-health professional on Monday. Meanwhile, Furlong continues to work at as a server at an unspecified Burlington restaurant, he said.
Furlong's next court date is a pretrial conference on March 13.
