Winchester Driving Instructor Accused Of Touching 2 Teen Girls

A Winchester driving instructor is facing criminal charges after police say he inappropriately touched two teen girls during in-car lessons.

WINCHESTER, MA — Carl A. Welliver, 63 of Winchester, was arraigned Wednesday on two counts of indecent assault and battery on a person over the age of 14 and two counts of accosting and annoying another person in connection with assaults on two 16-year-old girls.

The incidents were said to have occurred in August and early fall of 2020 while Welliver was a driving instructor at Middlesex Driving Academy. Middlesex District Attorney Marian T. Ryan and Winchester Police Chief Daniel O’Connell said his last class at the Academy was in May this year.

Winchester Police Department and the Middlesex DA’s Office launched an investigation on June 3, finding that Welliver taught two 16-year-old girls who were enrolled in the class. The investigation found that Welliver was said to have touched their upper thighs, and engaged in other inappropriate incidents of unwanted touching while the students were driving and while one of the girls was working at the Academy.

Welliver previously owned his own driving school and worked as a special needs bus driver for Arlington Public Schools.

On July 21, 2021, Welliver was arraigned and released on his own personal recognizance. His driving license has since been suspended and he was removed from driving students.
