On the Agenda: Leash Laws in City Parks, Budget Review and More

The Birmingham City Commission will meet at 7 p.m. Monday at City Hall.

Appointments:

  • Spiro Liras will interview for a spot on the Parks and Recreation Board, to serve a term to end in March 2015.
  • Diane Kowaleski will interview for a spot on the Public Arts Board, to serve a term to end in January 2014.

All items listed on the consent agenda are considered to be routine and will be enacted by one motion and approved by a roll call vote. There will be no separate discussion of the items unless a commissioner or citizen so requests.

  • Approving the purchase of a new 2012 Dodge Caravan for $18,836, as well as the purchase of a 2012 Ford F-450 chassis for $67,389.
  • Approving the purchase of larvicide material from Clarke Mosquito Control for $11,088.
  • Approving the amendment to the 2010 capeseal agreement.
  • Authorizing the mayor to adopt the Oakway Interlocal Agreement, which would create the Oakway Mutual Aid Association.
  • Allowing the Birmingham Rotary Club to sponsor a room at the 's Allen House, at a cost of $12,000.
  • Directing the city treasurer to transfer unpaid and delinquent water/sewage bills to the 2012 city tax roll.
  • Directing the city treasurer to transfer unpaid and delinquent special assessment and invoices to the 2012 city tax roll. 
  • Approving the purchase of an eight-port GATM card, which will be used to process administrative calls from Beverly Hills as part of the two cities' dispatch-sharing agreement. The cost of the card is $1,650.
  • Amending the city code to allow for new state provisions when someone is arrested operating a motor vehicle with a blood alcohol content in excess of 0.17.
  • Approving the request of to place two tents in their front parking lots during the 2012 Woodward Dream Cruise on Aug. 17-18. 
  • Awarding the East Maple Road paving project contract to F.D.M Contracting, Inc. of Shelby Township. The total contract cost is $1,633,083.
  • Setting a public hearing of necessity for May 21 for the installation of lateral sewers within the East Maple Road paving project area. 
  • Waiving the regular fees for installing copper water pipes to certain homes on the south side of East Maple Road during the East Maple Road paving project.

New Busines:

The City Commission will hold a public hearing on the 2012-13 proposed budget review, which occured Saturday at City Hall. Specifically, commissioners will hear reports on non-profit agency funding, including funding for the (BASCC) and Birmingham Youth Assistance, among others.  

In addition, there will be a public hearing of confirmation for the installation of lateral sewers within the Graefield Road paving project area.

Finally, commissioners will look at creating and establishing a Joint Senior Services Committee, and will designate a commissioner to serve on the board.

And lastly, the commission will look at adopting the updated Park Rules and Regulations. Specifically, the rule changes will allow dogs on leashes in any public park except in those areas designated and posted by the .
