Additionally, the Jeep Grand Cherokee had an illegal window tint on the front windshield, dangerously obscuring the driver's vision, according to police.

Police did not specify exactly what charges the 19-year-old is facing, as they turned over their findings to the Wayne County Prosecutor's Office.

"Incidents such as these are completely avoidable if drivers adhere to basic traffic safety laws," Dearborn Police Chief Issa Shahin said. "We will continue to stay vigilant in enforcing those laws on our roads, and will pursue accountability against reckless drivers to bring justice to their victims."

Dearborn Mayor Abdullah H. Hammoud said tackling speeding and reckless driving remains a top priority for police.

"We continue to make investments in a number of traffic calming measures across our neighborhoods," Hammoud said. "With all this said and done, we need parents to have serious conversations with young drivers in their household. Responsibility and accountability needs to be instilled."
