Troy Police Department Names Officer, Command Officer, Staff of the Year

The Troy Police Department honored its 2012 Troy Police Command Officer, Police Officer and Non-Sworn Police Employee of the Year at a ceremony on Friday at the San Marino Club. Here are the winners.

Command Officer of the Year - Lieutenant Thomas Gordon 

Lieutenant Gordon began his career with the Troy Police Department in 1995 and served both in the Patrol Division and the Special Investigations Unit. He was promoted to Sergeant in 2001 and worked as a patrol supervisor and support services supervisor.  He was promoted to Lieutenant in 2008 and worked as a patrol supervisor and most recently as the Executive Administrative Lieutenant.

Lieutenant Gordon was tasked with numerous high level management responsibilities during 2012 including:

  • Staff Inspections
  • Coordinator of multi-jurisdictional Oak Tac Field Force exercises.
  • Research and acquisition of government equipment.
  • Overseeing the important training section which includes hiring of new employees.
  • Crime trends and analysis.
  • Department change management coordinator for I.C.M.A. recommended departmental restructuring.
  • Team Commander for the Tactical Support Team.
  • Employee pension board member.
  • Troy Command Officer Association board member.

Most importantly Lieutenant Gordon is seen by his subordinates and co-workers as a true leader, tireless worker and mentor who inspires others through self motivated improvement and excellence.

Lt. Gordon has significantly contributed to the department’s mission of providing quality service to the community, and we are proud to recognize Lt. Gordon as the 2012 Command Officer of the Year. 

Officer of the Year - Detective Kristina Shuler

Detective Shuler began her career with Troy in 2005 as a Police Service Aid.  Shuler was promoted to officer in 2006 and worked in the Patrol Division. Shuler was selected as a Detective and assigned to the Investigations Section in 2009.  Detective Shuler excelled in that position, and has developed expertise in all areas of criminal investigations.  Because of her skills, knowledge, and abilities, she has become not only a leader, but is a key member of the department’s investigative team.  Detective Shuler has been the officer-in-charge of numerous complicated and high profile investigations during her tenure.

Detective Shuler successfully investigated numerous incidents in the past year for which multiple arrest warrants were obtained.  Key aspects of these efforts included:

  • Lead investigator on a homicide investigation involving an infant death where because of her excellent interview skills a warrant was obtained
  • Lead investigator in a Felonious Assault incident where shots were fired with no leads on the suspect until Detective Shuler followed up and eventually identified and obtained warrants on the suspect.
  • Lead investigator in a Child Sexual Abuse case where the victim was the 6-year-old daughter of the suspect.  These cases are very difficult to process and investigate, however Detective Shuler utilized her excellent professional skills to interview, execute polygraph exams, write multiple search warrants, and ultimately obtain warrants against the suspect.
  • The effective use of interview and interrogation techniques.
  • The coordination and management of resources such as the department’s surveillance unit.
  • The identification and management of physical evidence.
  • Well documented attention to minute details of investigations.
  • Overall professional approach to the detective positions.

The Troy Police Department is proud to recognize Detective Kristine Shuler as the 2012 Officer of the Year.

Non-Sworn Employee of the Year - Communications Supervisor Kelly Page

C.S. Kelly Page was hired by the department in 1987 as a Police Service Aid and was promoted to Communication Supervisor in 1997. Below is a summary of her excellent professional accomplishments and achievements in 2012:

  • Supervises both communications and lock-up personnel.
  • Coordinates all training for communications and lock-up personnel.
  • State of Michigan 9-1-1 training subcommittee member.
  • Member of the National Emergency Number Association (NENA) which included a very strenuous Emergency Number Professional (ENP) exam which is regarded as one of the most difficult to pass in the emergency telecommunicator community.
  • New Police Service Aid hiring coordinator.
  • Training Budget and Annual Police report coordinator.
  • Letter of Commendation from Chief for her State of Michigan 9-1-1 appointment.
  • Assisted an out of state family member on a welfare check in which the family expressed their appreciation for Page’s “top level police service.”
  • Assisted investigations by tracking down an armed robbery suspect which eventually led to his arrest.
  • On-going reports from road patrol officers of her very professional demeanor and calmness in high stress incidents.
  • Coordinated a list of communication personnel to assist (including herself) with West Bloomfield’s dispatch duties while their personnel attended the funeral of fallen Officer – Lt. Patrick O’Rourke.
  • Letter of Appreciation from the Secret Service for her tireless work in a presidential visit and monitoring several different law enforcement radio channels.
  • Instrumental in locating an out-of-town resident which led to consent of the resident’s residence and discovery of two home invasion suspects.
  • Recognized for her strong efforts to keep computer data records up-to-date.

Communications Supervisor Kelly Page has continually in her career displayed the highest level of professionalism and demeanor while conducting her important supervisory duties. The Troy Police Department is proud to recognize C.S. Kelly Page as the 2012 Non-Sworn Employee of the Year.
