Dear John:
Congratulations on your successful annual performance evaluation by the entire Troy City Council. Each of the council members truly appreciate your accomplishments and skill as our Troy City Manager for the City of Troy.

Council asked me as Mayor to write a letter of appreciation and congratulations to you following the annual performance evaluation. The accomplishments of the past year are notable and commendable. Council asked and you accomplished all of the following: to maintain economic sustainability of core services, achieve concessions for all employee groups, obtain the services ofΒ ICMA to continue the restructure of the organization, create a staff team to prioritize and coordinate ICMA recommendations, complete capital projects on time and within budget, adoption of a ground breaking Zoning Ordinance, privatization of the building department and the two golf courses, and to continue Troy as the safest city in Michigan and the 13th safest city in America having a population of 75,000 and above.
In addition accomplishments include: continued economic stability via three-year budget and five-year forecasts, increased fleet division in-sourcing to 11 outside agencies, reorganized the career staff of the Fire department, executed agreements for two Society operations of the Troy Museum and Historic Village and the Lloyd A. Stage Nature Center.

As City Manager you have set 2011/12 objectives aligned with City Council policies. You incorporate objectives the governing body deem appropriate and lead the City of Troy staff in serving our community with professionalism and ability. The City Council is pleased to send you congratulations and appreciation for your continued service as our Troy City Manager.
