Horsch was wearing a helmet at the time of the crash, according to the sheriff's office.
An autopsy showed that Horsch was riding the motorcycle while drunk, as his blood-alcohol level was 0.12 percent, more than the 0.08 legal limit, according to the sheriff's office.
Investigators also found that Horsch was not properly licensed to ride a motorcycle, and they believe his lack of experience may have been a factor in the crash.
