Man Charged with Identity Theft Involving Rosemount Business

Allen Simon Lamin of Brooklyn Park is accused of using a Rosemount businessman's checking account number to buy insurance for two cars.

A Brooklyn Park man has been charged with identity theft after authorities say he used checks drawn on a Rosemount business to pay for insurance on his two vehicles.

Allen Simon Lamin, 22, is charged with felony identity theft, which carries a maximum penalty of five years in prison and a $10,000 fine.

According to the criminal complaint against Lamin, a Rosemount man who runs a business out of his home contacted police last year and reported that his business checking account had been debited for $1,267 to a car insurance company.

Investigators determined that an insurance policy in Lamin’s name had been issued for a 1992 Cadillac and a 1996 Chevrolet Tahoe – neither of which was registered to Lamin – by someone who provided the Rosemount man’s checking account number over the phone.

The Cadillac was insured at the time the policy was purchased, and the Tahoe was added a month later, according to the complaint.

Police contacted Lamin in January. Lamin told them that his Cadillac had been impounded, and that he had given $40 to someone he knew only as “Mike” to set him up with a temporary insurance policy so he could retrieve the Cadillac.

Lamin told police that he did not make the initial call to the insurance company to establish the policy, but admitted that he called the company to add the Tahoe after Mike told him that the policy had been issued in Lamin’s name.

According to insurance company records, Lamin’s address, date of birth, vehicle identification number and Social Security number were provided to the insurance company to activate the policy.
