Man Accused of Breaking Woman's Nose in Altercation on River
Joshua Boe Plan is charged with felony assault in connection with the incident last weekend.

A Rosemount man has been charged with assault after police say he punched a woman in the face last weekend on the Mississippi River near Inver Grove Heights, fracturing her nose and breaking a bone under her eye.
Joshua Boe Plan, 30, is charged with felony third-degree assault, which carries a maximum penalty of five years in prison and a $10,000 fine.
According to the criminal complaint, Plan and a female friend were on a boat last Sunday and had beached it on a small island in the river, just south of the 102nd Street marina in Inver Grove Heights.

The victim told authorities that both of them had been drinking. Sometime between 1 and 2 a.m., the victim said she saw Plan on a houseboat with a woman who she said had been flirting with him two weeks earlier.
The victim said that as she stood on shore, she saw Plan slap the other woman on the buttocks. She said she walked up behind him, hit him on the shoulder and asked, “What the [expletive]?”

According to the complaint, Plan then turned around and punched the victim with a closed fist in her left eye. She told police that the next thing she remembered, she was waking up and people were telling her that she was bleeding.
The victim said she saw Plan leave the boat, and she was taken to a hospital, where she was treated for a fractured nose and a broken bone beneath her eye.
Dakota County sheriff’s deputies found Plan at the marina and arrested him. He told deputies that the victim had approached him and hit him in his right eye, and that he “just reacted,” turning around and slapping the victim.
Deputies also questioned the other woman, who said she lives on the houseboat with her boyfriend. The woman said the victim walked up behind Plan and slapped his face, and he turned around and hit her, saying, “You stupid [expletive], what are you doing?”
Plan has an extensive criminal history in Minnesota dating back to 1999, including convictions for assault, disorderly conduct, obstructing the legal process, making terroristic threats and fleeing a police officer.
He is free on a $40,000 bond. An omnibus hearing in his case is scheduled for Sept. 19 in Dakota County District Court in Hastings.
