Police Say Predatory Offender Was Living Illegally in Maple Grove

Cornelius David Blue is charged with failing to register as a predatory offender after a 1995 conviction for kidnapping a partially deaf woman with cerebral palsy and then raping her.

A registered predatory offender who was supposed to be living in Robbinsdale has been arrested for allegedly moving to Maple Grove and not letting authorities know that he had moved.

Cornelius David Blue, also known as Shevehz James McKinnley, 34, is charged with failure to register as a predatory offender, a felony with a maximum penalty of five years in prison and a $10,000 fine.

Blue was convicted of kidnapping in 1995 in a case in which he broke into the apartment of a partially deaf woman with cerebral palsy, forced her into a bedroom, raped her and stole money and her apartment key. He is required to register as a predatory offender based on that conviction.

Blue was reportedly living in a home in the 8400 block of Forest View Lane in Maple Grove, according to his listed address on the July complaint.

According to the criminal complaint, signed by Robbinsdale Police Detective Steven Cole, Blue registered a home address in Robbinsdale in November 2010 and verified the same address in September 2011. Authorities have received no change-of-address notifications from Blue since that time.

On July 23, a Robbinsdale officer conducted a compliance check at Blue’s registered address and spoke to the homeowner, who told the officer that she had previously rented the house to Blue’s brother and that Blue sometimes stayed there. She said she had recently evicted Blue’s brother for failing to pay rent.

Blue was arrested July 28 for shoplifting at a Cub Foods store in Minneapolis. He provided an identification card to officers that listed his address on North Fremont Avenue in Minneapolis, but told police that he was living on North Colfax Avenue in Minneapolis.

Court documents do not indicate how long Blue was allegedly living in Maple Grove without reporting his address to authorities.

Blue remains in the Hennepin County Jail on a $5,000 bond. An omnibus hearing in his case is scheduled Aug. 30, 2012 in Hennepin County District Court.
