Stranger Offers Snacks, Tries To Lure Kids Into Van Near MN School

Police say a man tried to lure five elementary students into a van by offering them chips Monday morning in West St. Paul.

WEST ST. PAUL, MN — Police are investigating a suspected child luring attempt that occurred Monday morning near Moreland Elementary School in West St. Paul. No arrests have been made.

According to authorities, staff from Independent School District 197 contacted the school resource officer on May 5 after a suspicious incident involving a group of students.

Around 10:20 a.m., a white transport van with black lower-body trim stopped near the 1170 block of Allen Avenue. An unidentified Black male exited the vehicle and approached five students, offering them chips and telling them they would need to come to his van to receive the snacks.

The children "appropriately refused" and quickly alerted the nearest adult, police said. The van then continued southbound on Allen Avenue before officers arrived.

Investigators believe the vehicle is a white Ford 350 Sprinter with black trim. The school resource officer has opened an active investigation and is working with ISD 197 to review and strengthen safety protocols.

“We commend the students for their quick thinking and courage in responding to this situation, and we thank their families and school staff for helping prepare them for such encounters,” West St. Paul police said in a statement.
