Mayor Jacob Frey and Police Chief Brian O'Hara are expected to be present, but officials would not confirm if the announcement relates to “findings of [the two-year] police department investigation.” (AP)

2. Three people were arrested after a “violent” kidnapping Monday at Mall of America, BMTN reports. Bloomington police said a woman was “pistol-whipped” in the parking lot by at least three suspects, including her ex-boyfriend. (BMTN)
