MINNEAPOLIS, MN — Before being charged with multiple counts of murder in what officials have described as a politically motivated attack, Vance Luther Boelter had only a minor criminal record in Minnesota.

Court records show that Boelter, 57, had been convicted of four petty misdemeanors in the state between 2017 and 2019, all for traffic or parking violations:

  • In 2019, he was convicted in Hennepin County for failing to pay for parking.
  • In 2018, he was cited twice in Ramsey County: once for parking between 2 a.m. and 6 a.m., and again for parking where prohibited by signs.
  • In 2017, he was convicted in Dakota County for speeding 89 mph in a 70 mph zone.

All of the offenses were classified as petty misdemeanors, the lowest-level offenses under Minnesota law, and none carried jail time.

Authorities say Boelter’s background offered little indication of the violence that would later spark a statewide manhunt and shock Minnesota’s political community.

Boelter was officially charged Monday morning in the fatal shootings of former Minnesota House Speaker Melissa Hortman and her husband, as well as a separate attack on state Sen. John Hoffman and his wife.
