St. Paul Cops Tracked Car To Small MN Town, Killed Suspect

BELLE PLAINE, MN — The St. Paul Police Department released more details from the deadly police shooting in Belle Plaine, Minnesota early Thursday morning.

The small town of Belle Plaine is located an hour southwest of the capital city.

The shooting there was connected to an investigation into a homicide that left a woman dead Wednesday night. The victim was identified as Carrie Shobe Kwok, 66, of St. Paul.

Wednesday night's Lowertown Shooting

At 5:18 p.m. Wednesday, St. Paul officers were called to the 200 block of Kellogg Boulevard East for reports that someone was shot.

Officers found Kwok lying in an alley suffering from gunshot wounds. Medics responded and pronounced her deceased.

Officers secured the area and began to look for witnesses, but it was determined that the suspect fled the area in a car.

Overnight investigation

Investigators recovered an image from a camera that showed the suspect driving the vehicle from the scene. The suspect vehicle was listed with an address on the 100 block of Meridian Street in Belle Plaine.

Officers also received information that he suspect vehicle was traveling west in the direction of the Belle Plaine address after the shooting.

Police drove that night to the home in Belle Plaine, where they found the suspect vehicle parked near the address.

Officers monitored the home overnight with the assistance of Belle Plaine police.

Just after 6:30 a.m. Thursday, a man who matched the description of the suspect left the residence. Officers approached him to take him into custody.

"The man was armed with a handgun when he was confronted by the officers," police said. "Two Saint Paul officers fired their duty weapons, striking him."

Officers provided first aid and called for Ridgeview Belle Plaine medics to respond. The man was airlifted to Hennepin County Medical Center, where he died.

The Minnesota Bureau of Criminal Apprehension was tapped to handle the investigation into the police shooting.

All officers involved in this incident were wearing body cameras that were activated, and the BCA will review the video and other evidence as part of its investigation, police said.

The officers involved will be placed on administrative leave, which is standard procedure after an officer-involved shooting.
