Police found Damara Alexis Stowers, 35, on the floor of the apartment unit with a gunshot wound. She was declared deceased. Officers found ultrasound photos inside the apartment.

Police spoke with the owner of the 139 Sycamore Street East building, who said Damara had a stocky Black male in his late 30s or early 40s living with her. Damara was not allowed to have the man live with her, since he wasn't on the lease, and was in the process of being evicted.

Minutes after the initial shooting, officers were sent to 99 Acker Street on a report of violent carjacking.

The driver of an Audi A4 was shot and had a broken femur, police said.

Stowers — who was identified as the carjacker — fled in the car south on Cortland Place.

That night, an employee with the Ramsey County Sheriff’s Office received a call from Stowers, who admitted to shooting someone on Acker Street and wanted to turn himself in, according to the criminal complaint.

Stowers has not turned himself into law enforcement and he remains at large.

Stowers was paroled from prison on an intentional murder in the second-degree charge on March 28, 2024. He shot and killed a man in St. Paul in 2008, according to court records.

Stowers was on work release and living at a halfway house. He had been granted a pass to be at 139 Sycamore Street East to visit his ex-wife on Oct. 19, police said.
