ST. PAUL, MN β€” People who are living in the United States illegally can apply for a Minnesota driver's license, thanks to a bill signed into state law in March 2023 by Gov. Tim Walz.

Walz's selection as Vice President Kamala Harris' running mate on Tuesday has brought national attention and criticism to the bills he's signed into law as Minnesota's governor.

The "driver’s licenses for all" law eliminated the requirement to show proof of legal presence in the U.S. to get a standard Minnesota class D driver's license, instruction permit, or standard identification card.

"This is an opportunity to help all Minnesotans feel like they belong," said Department of Public Safety Commissioner Bob Jacobson in a October 2023 statement.

Democrats estimate that there are around 81,000 immigrants living in Minnesota illegally, and say the legislation would increase "safety and justice" by allowing everyone to travel openly after passing standard licensing exams and tests.

To accommodate new customers, the state will offer the written test driver’s license in eight different languages:

  • English
  • Spanish
  • Somali
  • Hmong
  • Vietnamese
  • Russian
  • Karen
  • American Sign Language

"Our roads and state will be safer as a result of this legislation," said Rep. Frank Hornstein, House Transportation Finance and Policy Committee chair, back in January.

"Whether it's driving to work, school, or a medical appointment, [the bill] recognizes the need for all our neighbors to access the state’s transportation system, regardless of immigration status."

All other requirements for getting a driver's license β€” including being a Minnesota resident, proof of identification, and testing β€” remain unchanged under the law.
