3. On this day ... March 4, 1861, Abraham Lincoln becomes the 16th president of the United States. In his inauguration speech Lincoln extended an olive branch to the South, but also made it clear that he intended to enforce federal laws in the states that seceded.

4. On the agenda. The next scheduled meeting is Tuesday, March 5, when the Historic District Commission gathers at 7 p.m. at the at the BCTV Bedford Town Meeting Room. Bedford's Budgetary Town Meeting is scheduled for this Wednesday, March 6, at 7 p.m. at Bedford High School. 5. The weatherman says ... Cloudy skies throughout the day with a forecasted high of 38 degrees and a 10-percent chance of precipitation, according to Weather.com.
