Bedford's Highest Paid: Police Sergeant Was 2018 Top Earner

BEDFORD, NH — Two Bedford police sergeants are among town employees listed as being the highest paid town employees for the year 2018. The other top earners are listed below, according to information provided by the town's finance office. The list reflects actual wages earned during the year, including overtime and stipends paid in addition to base salary.

  1. Police Sgt. Devon Kimball, $156,095 — Kimball is a sergeant in the Bedford Police Department patrol division. In 2013, Kimball was among several officers recognized for investigative work in reconstruction of serious and fatal vehicle accidents that had occurred in Bedford between December 2011 and December 2012.
  2. Town Manager Richard Sawyer, $138,247 — Sawyer was appointed to the town manager position in April 2016, after being the acting town manager. Previously, he has been the Nashua deputy planning manager for 10 years.
  3. Police Sgt. Robert Lavoie, $127,826 — Like Kimball, Lavoie is a sergeant in the patrol division of the Bedford Police Department. He has previously been recognized for accident reconstruction and community policing.
  4. Finance and Personnel Director and Welfare Director Theresa Young, $126,262 — Young has retired from the position in December. That role is now being filled by Pamela Hogan.
  5. Fire Chief Scott Wiggin, 125,606 — Wiggin oversees the Bedford Fire Department, consisting of about 24 staff firefighters, four lieutenants and nine on-call firefighters, according to the department's website.
