Manchester Police Arrest Two On Drug Charges
Two people are accused of drug-related charges after a Manchester Police enforcement effort
MANCHESTER, NH - On August 6, 2020, shortly after midnight, Manchester Police officers were patrolling the area of Manchester St and Beech St looking for illegal drug activity.
They located a female who appeared to be getting ready to use drugs. She appeared to hide something under the stairs when the police approached. Officers approached her and identified her as Cecelia Chicoine, 35 of Manchester. Chicoine was found to have Crack/Cocaine and Heroin/Fentanyl on her. A discarded pipe was found under the stairs. She was arrested and charged with two counts of Possession of a Controlled Drug.
At approximately 3:30 am, Manchester Police patrolling Walnut Street near Orange St stopped a male for a traffic offense. He was identified as Joshua Scott, 31 of Manchester.

MPD Officers saw a thin, cylindrical bulge in his pocket. When questioned Scott took the object out of his pocket, and it was determined to be a needle. He then consented to a search. Heroin/Fentanyl was found in his sock. Scott was arrested and charged with one count of Possession of a Controlled Drug.
Both were released on PR bail and court dates are to be determined.
