Concord Sex Offender Faces Child Sexual Abuse Image Possession, Evidence, Other New Charges

CONCORD, NH — A sex offender from Concord was arrested on Sunday after a multi-week investigation, accusing him of failing to comply and possessing child sexual abuse images, as well as other felonies.

Police opened an investigation of Scott Gagnon, 58, with a last known address of South Main Street in Concord, after accusing him of failure to comply in May. He is a sex offender due to child felonious sexual assault convictions in the late 1990s. During the investigation, police determined probable cause to charge Gagnon with sex offender registration-failure to comply, falsifying physical evidence, two registration of online identifiers, and three possession of child sexual abuse image charges, all felonies.

A warrant was issued for his arrest, he was charged on Sunday, and held without bail. Gagnon was scheduled to be arraigned in Concord District Court on Monday.

According to the state of New Hampshire, Gagnon is a sex offender due to being convicted on two felony counts of felonious sexual assault against a victim under 16, a boy, in June 1998 after incidents in Greenfield in 1997.

At the time, he was also convicted of indecent exposure and lewdness, a misdemeanor. Gagnon was given a 12-month sentence and a suspended sentence of three and a half to seven years, according to court documents.

Gagnon was also convicted on six counts of misdemeanor sexual assault and one felony count of felonious sexual assault, victim 13 or older and under 16, with an age difference of more than four years in November 2010. He was accused of plying a boy with alcohol, pot, and drugs, inside his apartment, according to the Nashua Telegraph.

In February 2016, Gagnon was arrested on a simple assault charge after a public library staffer reported a “suspicious activity” incident, accusing an older man of being with a boy in the children’s section, asking him personal questions. The boy accused him of speaking to him previously and walking home together, according to an affidavit.

Gagnon was also convicted of felony duty to report in August 2022 in Concord. He received a one-to-three-year sentence suspended for two years with a year probation after that.

Other convictions include simple assault, habitual offender, driving after revocation or suspension, penalties for intoxication or under the influence of drug offenses, and aggravated driving while intoxicated.
