Homeless Concord Sex Offender Racks Up Online Identifier, Registration, And Meth Charges

CONCORD, NH — A homeless sex offender is facing new charges after being accused by police of possessing drugs and several sex offender charges.

Travis Kenneth Allard, 46, is a Tier II sex offender due to three child sexual abuse image possession convictions from October 2023 out of Manchester. He has been arrested dozens of times since the late 1990s and in Concord several times during the past seven months. On Jan. 13, he was accused by Concord police of knowingly failing to report to police within five business days following his Jan. 4 annual registration. He was arrested on Feb. 10 on registration of online identifiers — accused of failing to register a Facebook account within five days of creating the account, and knowingly failing to comply, by telling police about a new phone number. On April 10, he was arrested in Tilton on a felony drug possession charge. On May 1, Allard was arrested on sex offender-provide false information and breach of bail charges. And on May 28, on a felony drug possession charge in Concord.

In the Concord drug case, officers were dispatched to 227 Pleasant St. for a report of a homeless man setting up a camp on the property of Genesis Elder Care, according to an affidavit.

Previously, according to the reporting officer, they recalled seeing a man wearing dark clothing and riding a bicycle on the property, and he appeared to be moving items around. The man was visible from Pleasant Street.

The reporting officer spoke to the man, who identified himself as Allard. A check revealed active warrants from Franklin District Court, Hillsboro District Court, Concord District Court, and Hillsborough County Superior Court. Allard was then arrested.

After being escorted to a police cruiser, Allard was searched for weapons, and a second officer found a small clear bag inside a watch pocket with a crystalized substance believed to be methamphetamine, an affidavit stated.

During booking, the reporting officer listened to Allard engaging with another employee at police headquarters, the report said.

“They engaged in conversation, during which Travis mentioned the clear bag, stating something to the effect, ‘Just like how the meth may be something incorporated with the Earth,’” which he quickly altered to, ‘Whatever it may be’ upon realizing I was listening,” the officer said in an affidavit.

A judge found probable cause for the drug case, and it was boundover to Merrimack County Superior Court, according to documents.

Allard was released on $1,000 cash bail on June 4 after an arraignment in Concord District Court on May 29 and June 4, with a judge saying it could convert to personal recognizance upon admission to inpatient SUD treatment. If he fails the treatment, it would revert to cash bail. Allard was also released on $200 cash bail by Tilton police.

Allard is due back in Merrimack County Superior Court for a status conference hearing on July 1 on the sex offender charges and Aug. 21 for a dispositional conference hearing on the drug possession charge.

According to the state of New Hampshire, Allard’s criminal history dates back nearly 30 years when he was convicted of shoplifting as a teenager in January 1997. Since that time, he has been convicted of dozens of crimes, including receiving stolen property, drug possession, trespass, credit card fraud, theft, assault, and other charges.
