Penacook Man Arrested On Prostitution Charge After Count Against Concord Woman Dropped: Follow-Up

CONCORD, NH — A man from Penacook was arrested last week on a prostitution charge connected to a case city prosecutors have already dropped, according to court documents.

Concord police arrested Brian Soule, 66, of Penacook, on Dec. 3, on a single misdemeanor charge.

According to police, the charge was part of a multi-agency investigation involving the New Hampshire Attorney General’s Office, the New Hampshire Department of Labor, Homeland Security Investigations, U.S. Customs and Border Protection, and the U.S. Internal Revenue Service, which began in August 2024. Last summer, the AG’s Office made several raids of massage parlors across the street, in an effort to bust human traffickers.

During the raid, two men were questioned, and two women were arrested. One woman was arrested on simple assault and sexual assault charges, while the other was arrested on a prostitution charge.

The prostitution charge against the woman was nolle prossed in August by the Concord City Prosecutor’s office, two days before an evidentiary hearing, according to court documents.

Court clerks were unable to locate the paperwork for the second woman on Monday.

Soule was released on personal recognizance and is due to be arraigned in Concord District Court on Jan. 26, 2026.
