2 Men Charged In Connection With Ocean County Shooting

On June 27 a man was shot in the face as he was sitting in a vehicle with a woman outside a home.

JACKSON TOWNSHIP, NJ – Two people have been charged in connection with a June 27 shooting that left one person injured, Ocean County Prosecutor Bradley D. Billhimer said.

On Aug. 15, Noah Phelps, 24, of Monroe Township, was charged with attempted murder and conspiracy to commit murder and Glenn Franzson, 32, of Jackson Township, was charged with witness tampering and conspiracy to commit witness tampering.

On June 27, around 12:20 a.m., Jackson Police were called to Larsen Road for a report of a man suffering from a gunshot wound.

Officers found a 27-year-old man with a gunshot wound to his face, authorities said. He was taken to Jersey Shore University Medical Center in Neptune for treatment.

According to investigation, the man and a woman were sitting in a parked vehicle outside a home when a blue sedan parked in front of the vehicle blocking it in. Two men exited the sedan, approached the vehicle, and knocked on the window.

As the man was exiting the vehicle, one of the assailants began to strike him. During the assault, one of the men shot the victim in the face, Billhimer said. The two men then fled the area.

Michael Vulpis, 26, of Freehold, was the one who shot the man and on July 3, he was taken into custody and charged, Billhimer said. He is currently lodged in Ocean County Jail.

Further investigation revealed that Phelps was the second assailant and that he and Vulpis conspired to attack the man, Billhimer said.

Detectives found that Franzson and Vulpis attempted to contact the victim in an effort to give a false statement to law enforcement.

As a result, Franzson was charged with witness tampering and conspiracy to commit witness tampering.

When authorities executed a search warrant on Franzson’s home, they found a quantity of methamphetamine and a polymer 80 handgun (ghost gun) with a high-capacity magazine, the prosecutor said.

Franzson was additionally charged with possession of a weapon without a serial number, possession of a high-capacity ammunition magazine, possession of cocaine, and possession of methamphetamine. He is currently lodged at Ocean County Jail, pending a detention hearing.
