NJ Bill Would Open More Job Programs To People With Disabilities
A proposed state law in New Jersey would create more job opportunities for people with disabilities, its sponsors say.
ESSEX COUNTY, NJ — A proposed state law in New Jersey would open more job opportunities to people with disabilities, its sponsors say.
If it becomes law, S-4004 would expand eligibility for participation in the state’s extended employment programs. Among other stipulations, the bill relaxes the specifications regarding which individuals can be served under the programs by permitting them to have “significant” rather than “severe” disabilities.
The bill also removes the requirement that extended employees complete a workshop program, and that their disability still makes them incapable of competing in the regular labor market after completing the program.

Other changes include removing the labeling requirements for products produced in these facilities, the bill’s sponsors say.
The proposed law cleared a vote in the Senate Labor Committee and has been referred to the Budget and Appropriations Committee. A companion bill has been introduced in the Assembly.

“This bill is about modernizing and expanding real job opportunities for people with disabilities,” said Sen. Kristin Corrado (NJ-40), one of its primary sponsors.
“It’s time we move beyond outdated systems and create pathways that reflect the skills and potential of every individual,” said Corrado, a Republican who represents the state’s 40th district.
“By removing unnecessary restrictions and updating our approach, we’re helping more people with disabilities find meaningful, fulfilling work in a supportive environment,” she added.
The 40th District includes the Essex County towns of Caldwell, Essex Fells, Fairfield, North Caldwell, Verona and West Caldwell. It also includes several towns in Bergen and Passaic counties.
“For too long, people with disabilities have faced unnecessary barriers to employment,” said Sen. Bob Singer, a Republican from the 30th district who also sponsored the bill in the Senate.
“This legislation not only updates the language we use, but it also opens new doors by expanding eligibility and eliminating outdated labeling rules,” Singer said. “It’s about respect, dignity, and recognizing the value that every worker brings to the table.”
