South Jersey Man Named Deputy Administrator For DRBA Police

A South Jersey man has been promoted to the position of Delaware River and Bay Authority (DRBA) Deputy Police Administrator, with the rank of Lt. Colonel, the authority announced on Tuesday.

Wayne E. McFadden, of Berlin, officially began his duties on Jan. 3. In that role, he will serve as the primary advisor to the Police Administrator regarding police practices and operations.

He will also be responsible for the management and supervision of various administrative and operational units in the police department, making recommendations on staffing and assignments, providing direction on crime prevention activities and highway safety, and participating in the recruitment and selection process for new hires and promotions within the department.

McFadden had been the department’s Chief of Staff, with the rank of Captain.

“I appreciate executive management's faith in my abilities to help lead and manage the Delaware River and Bay Authority’s nationally accredited police department,” McFadden said. “Public service is an important part of my career, and this is a great opportunity to use the experience, knowledge and leadership skills that I’ve gained during my law enforcement career to make a difference. I look forward to continue working with Colonel Arroyo and the dedicated men and women of the department to further our mission of public service, crime prevention, highway safety and emergency preparedness.”

“Wayne has a unique combination of law enforcement experience, operational skills, and leadership abilities that have proven to be invaluable to the Delaware River and Bay Authority,” DRBA Police Administrator Col. Richard H. Arroyo said. “He is the consummate law enforcement professional with a tremendous record of accomplishments. I appreciate his counsel and look forward to continuing to work with him.”

McFadden joined the DRBA Police Department in November 2014 as a Patrol Officer. He quickly rose through the ranks to serve as both a Sergeant and Lieutenant – with stints managing both the Delaware Memorial Bridge and Cape May Troop Operations.

In October 2020, he was again promoted to the rank of Captain and carried out the duties of the Department’s Chief of Staff.

For 18 years, McFadden worked in the City of Camden and Camden County Police Departments, serving in a variety of roles including Executive Officer, Southern District Commander, Investigative Bureau Commander and Training Unit Commander.

McFadden earned a Bachelor of Science degree in Administration of Justice from Thomas Edison State University and a Master of Administrative Science from Fairleigh Dickinson University.

A U.S. Army Veteran, McFadden is a certified NJPTC Police Instructor, certified by both the Delaware Council on Police Training and the New Jersey Police Training Commission. He is also a graduate of the New Jersey State Association of Chiefs of Police Command and Leadership Academy.
