$4.25M Elm Street Fields Contract Awarded

Rochelle Contracting in Landing was the lowest bidder.

Rochelle Contracting Company Inc., based in the Landing section of Roxbury, was awarded a $4.25 million contract Thursday to construct the Elm Street Recreation Complex fields in Florham Park.

The Florham Park Borough Council approved the contract award by a 5-1 vote at a special meeting in the municipal building.

Rochelle was determined to be the lowest responsible bidder. Seven other bids ranged from $4,353,800 to $5,770,279.48.

Councilman Charles Germershausen cast the "No" vote. He has said the project should be handled in smaller phases over the course of several years.

Florham Park's governing body earlier in February approved an ordinance appropriating $4.1 million for the project — with the borough to borrow $2 million for the installation of the Elm Street Recreation Complex, and spend another $2.1 million from its capital improvement and open space funds.

Mayor R. Scott Eveland said an anonymous donor has pledged $100,000 for the project, and the New York Jets have committed $50,000, with additional funds possible from the NFL.

The other bidders were Applied Landscape Technologies, J.A. Alexander, Reivax Contracting Corp., Tec-Con, Land Tek, V.A. Spatz, and Black Rock Enterprises.
