The National Weather Service expects locally heavy rain from scattered showers and thunderstorms Tuesday afternoon and evening. Rainfall of 1-2 inches, with localized totals of 3 inches, is possible, the federal agency says.

The rain could inundate rivers, creeks, streams and other low-lying and flood-prone locations, officials said.

The National Weather Service issues a flood watch when conditions are "favorable" to flooding, meaning flooding is possible. A flood warning means that flooding is imminent or occurring.
