Rachael Lynch, 35, was allegedly yelling to people and seemed intoxicated, police said. As the police officer approached her, police said, Lynch was seen swinging her arms at a nearby "unknown concerned citizen."
When police intervened and try to stop Lynch, she allegedly slapped the cop on his right cheek with her left hand, police said. When placed under arrest, Lynch refused to get up from the ground where she had lied down, police said, and had to be carried into the police car.
