JERSEY CITY, NJ — Once built out, the massive Bayfront redevelopment project will bring 80 percent affordable and workforce housing to the area along the Hackensack River.

Last month, the city held a ceremonial groundbreaking to kick off construction for the first building in what will be Jersey City’s largest mixed-income
community initiative.

The first building, the six-story Bayfront Promenade building, will include 210 residential units, of which 167 units are set aside for low- and moderate-income households.

The breakdown is:

  • 74 affordable units designated for low-income families earning 60 percent or below AMI (area median income)
  • 93 workforce units designated for moderate-income families earning at or below 120 percent of AMI.


“This is more than just a groundbreaking — it’s a promise kept to our residents to put people before profit and bring much-needed
investments beyond the waterfront,” said Mayor Steven Fulop.

Longtime residents and workers have complained that rents in the city have risen to become among the highest rents in the nation, in part because large corporations bought some of the buildings. READ MORE: Jersey City And Hoboken Rents Among Highest In Nation

“When we acquired the Bayfront site from Honeywell, we committed to transforming this once-contaminated land into a vibrant, inclusive, and
environmentally resilient community," Fulop said.

“This is a victory for every family that has longed to plant roots here and share in our city’s growth with equity,” said Uche Akpa, a member of the Bayfront Advisory Board and Jersey City Together, two entities that played critical roles in keeping the project moving.

The Bayfront Redevelopment Project stems from the city’s acquisition of the 100-acre site in 2018. The city increased the affordable housing requirement from 5 percent to 35 percent.

The Bayfront Promenade will include modern amenities such as:
• An expansive outdoor terrace with grilling stations
• A community lounge and kitchen
• Co-working/media lounge
• Fitness and yoga rooms
• Bicycle storage

•Green infrastructure, flood mitigation design, and a public waterfront walkway.

“This groundbreaking represents years of hard work, dedication, and a community-centered approach to development,” said Council President Joyce Watterman.
