A man who Lacey police say was slumped over the steering wheel of a car parked at the Applebees restaurant in town has been arrested for heroin possession.

Joshua M. Pelcman, 22, of Bayville, was observed to have a hypodermic syringe and open wax-folds of heroin in his vehicle before officers woke him up on Saturday night, police said in a statement.
