Department Heads to Discuss Budget Requests With Township Council Tonight

The next meeting of Lawrence Township Council will take place today, Tuesday, Feb. 5, beginning at 6:30 p.m. at the municipal building at 2207 Lawrence Rd. (Route 206).

The meeting agenda and Township Manager Richard Krawczun’s traditional pre-meeting memo are available from the township’s website and the Patch media box to the right.

According to those documents, discussion of the 2013 municipal budget will take place, with the respective heads of the township’s health, public works and recreation departments scheduled to make budget request presentations to council.

Council is also expected to make an appointment to fill the vacancy on the Zoning Board of Adjustment that was created when zoning board chairman Stephen Brame was appointed at the Jan. 22 council meeting to fill a vacant council seat.

An ordinance amending the township administrative code concerning recreation fees is scheduled for introduction, a bid will be awarded to All Surface Asphalt Paving for various concrete and drainage improvements, and 18 resolutions may be acted upon, according to the agenda.

Presentations

The Department Directors of Health, Public Works and Recreation will present their 2013 municipal budget requests.

Awarding or Rejection of Bids

Resolution 8-A authorizes award of bid to All Surface Asphalt Paving, Incorporated of Point Pleasant, New Jersey for miscellaneous drainage and concrete improvements. The improvements include handicap accessibility improvements in Central Park, a sink hole repair on Pin Oak Drive and storm sewer inlet repairs on Toftrees Court. The amount of the contract is $16,800. Funding is available from the 2012 capital appropriation for concrete improvements.

Introduction of Ordinances

There is one ordinance for introduction.

Ordinance 9-A amends the ordinance that establishes recreation fees. The change for the fee to use athletic fields will remain at the set hourly rate but will have a limit of $2,000 per month for a single user scheduled on multiple dates.

Adoption of Ordinances

There are no ordinances for adoption.

Resolutions

The agenda includes routine administrative authorizations as well as resolutions providing for refunds, bond releases and acceptances.

Resolution 17- A authorizes an amendment to the 2012 contract of ADP, Incorporated by increasing the contract by $1,100 to a new maximum of $19,600. Funding is available from the 2012 appropriation for Finance Other Expenses.

Resolution 17- C authorizes the sale of Township owned property. The properties will be sold by auction to contiguous property owners. The lots will be sold without restriction, the lots may be developed in accordance with the applicable zoning of each lot.

Resolution17-F authorizes a shared services agreement with Mercer County for implementation of the grant for the Alliance to Prevent Alcoholism and Drug Abuse.

Resolution 17- G supports legislation that will establish a long-term dedicated source of state funding for the preservation of open space, farmland and historic sites.

Resolution 17-K amends the 2012 professional service contract of Philip Caton as Planning Consultant to the Lawrence Township Planning Board in the amount of $1,200. The new contract maximum is $116,200. Funding will be made available from applicant escrow fees.

Resolution 17-M amends the 2012 professional service contract of Brian Slaugh as Planning Consultant to the Lawrence Township Zoning Board of Adjustment in the amount of $1,900. The new contract maximum is $35,400. Funding will be made available from applicant escrow fees.

Resolution 17-P amends the 2012 professional service contract of George Dougherty, Esquire for the providing of Special Counsel Services to the Lawrence Township Zoning Board of Adjustment on the matter of Simone vs. Lawrence Township Zoning Board of Adjustment in the amount of $1,510.00. The new contract maximum is $14,510. Funding is available from the 2012 appropriation for Zoning Board of Adjustment Other Expenses.

Resolution 17-O authorizes use of a state contract vendor, Continental Fire & Safety, Incorporated for the purchase of three thermal imaging cameras. The purchase amount is $30,000 and funding is available from the Emergency Management Performance Grant.
