NJ National Guardsman Took Upskirt Photos At Target, Police Say

The National Guardsman is accused of taking similar photos in a Utah store two months prior.

A member of the National Guard from New Jersey is accused of taking upskirt photos in a Union Target, Union police said. His arrest in New Jersey comes just weeks after he was accused of a similar crime in Utah.

Stephen Grogan, 41, from Branchville, is accused of taking photographs under women's skirts at the Target on Route 22 in Union on July 27, police said. He left the store after taking the photo, but was pulled over in a nearby parking lot and arrested.

The woman, a 24-year-old shopper, did not realize that she had been photographed, police said.

The month before, Grogan was arrested and accused with the same crime. Grogan allegedly took a photo up a woman's skirt while shopping in a Utah store during a break from training, the Desert News reported.

He has been released from jail and is expected to appear in court next week, NJ Herald reported.
