Retired Bradley Beach Police Chief Violated Policy 28 Times: Report
The Monmouth County Prosecutor has been investigating Leonard Guida since receiving an anonymous complaint about him in August.
BRADLEY BEACH, NJ — Bradley Beach Police Chief Leonard Guida, who allegedly showed up intoxicated to a car accident and got physical with a sergeant in November, is now retired, effective immediately as of Friday.
But also on Friday, Monmouth County Prosecutor Raymond Santiago released this scathing report into numerous other allegations made against the police chief.
The report details a total of nine incidents dating from July 2022 through November 2023. A total of 28 findings were sustained against Chief Guida, where he violated Bradley Beach Police code of behavior, Attorney General's protocols and more, said the prosecutor.

The Monmouth County Prosecutor has been investigating Guida since receiving an anonymous complaint about him in August 2023.
“The findings outlined in this report illustrate unmistakably that over the previous year and a half, Chief Guida has been an active hindrance to the very law enforcement agency he was entrusted to lead," said Prosecutor Santiago. "The picture the report paints is not pretty – but that is precisely why we felt that it was so vitally important to publicly release it. Transparency is rendered meaningless if ugliness is kept opaque.”

Prosecutor Santiago also praised the rank-and-file members of the Bradley Beach Police Department, who he said came forward to work with the prosecutor's version of Internal Affairs.
“Our investigation would not have been possible without interviewing members of a particularly small police department who in some cases were understandably apprehensive about coming forward,” said Prosecutor Santiago. “Furthermore, our investigation revealed that the sworn members of the Bradley Beach Police Department routinely conduct themselves with the utmost diligence and professionalism. This report should not be misconstrued to reflect poorly on the Department at large, as the actions of one person do not negate the excellent work of so many other individuals.”
