On Tuesday, Sept. 8, a resident contacted the Chester Borough Police Department in reference to an erratic driver, Horst said. The vehicle was located in the rear parking lot of the Publick House on Main Street, and the driver was identified as Jenna Vicaro, 27, of Randolph, Horst said.

Vicaro showed signs of impairment due to drugs and was given standard field sobriety tests, Horst said, which the woman failed.
