NJ Takes Steps As COVID Outbreaks In Nursing Homes Swell To 241

NEW JERSEY - A month ago, active COVID-19 outbreaks in long-term care facilities were hovering around 150. But according to health officials Monday, that number has jumped to 241.

Now the state Department of Health wants these facilities, their residents and family members to be especially careful with the holiday season coming (see lists of cases and fatalities at nursing homes and long-term care facilities below).

"We are still concerned about the number of outbreaks we are seeing in long-term care, so we need to be especially vigilant to protect this population," New Jersey Department of Health Commissioner Judy Persichilli said during her portion of Gov. Phil Murphy's COVID-19 briefing.

Officials noted that the Garden State is riding a second wave of the COVID-19 and state epidemiologist Dr. Christina Tan said that there were 24 new cases reported on Monday in these facilities alone. Read More: 60 Percent Don't Respond To NJ COVID Contact Tracing

On the same day that Murphy lowered the limit for indoor gatherings from 25 to 10 Persichilli asked that people refrain from signing out long-term care patients and bringing them home for holidays.

"Bringing your loved one home could put them at risk," Persichilli said.

Additionally, the Health Department has instructed long-term care facilities set up a new 14-day quarantine restrictions for returning residents.

According to the plan, if a private room is not available, the resident will not be allowed to return unless the facility is able to isolate a group of returning residents in a separate area.

The Department of Health issued guidance limiting the number of residents allowed to visit their families based on the facility's ability to isolate those returning.

The guidelines include a registration system and a waiting list. Families have to certify that they will wash hands, social distance and wear masks while a long-term care facility resident is with them.

Here is what the DOH is saying:

• The department strongly recommends against families taking residents out of facilities for holiday celebration events or gatherings. Instead, the department recommends visitation outdoors or possibly indoors in facilities that meet the requirements for indoor visitation.
• Long-term care facilities should plan to accommodate increased virtual communications for residents.
• Long-term care facilities need to develop a plan for holiday visits and gatherings which estimate the number of residents who can be cohorted for a 14-day quarantine period from Nov. 25 through Dec. 31.
• Long-term care facilities should create a reservation process tied to the number of individuals the facility can quarantine on their return. Residents who leave the facility for family visits must be quarantined upon return to the facility either in their own room, if they have a private room, or in an observation room.
• A waiting list should be created once the reservation list is full. However, residents and families should be informed that residents who leave without a reservation, or while on a waiting list, may not be guaranteed re-admittance to the facility at the end of their visit.
• Residents and families must certify that they will follow masking, social distancing and hand hygiene practices, and that they will notify the facility if anyone who attended the holiday gathering tests positive for COVID-19, or exhibits symptoms of COVID-19, within 14 days of the resident’s visit/stay outside the facility.

“Small family gatherings are a significant driver of increasing cases, and bringing your loved one’s home could put them at risk,” said Persichilli. “We remain concerned about the number of outbreaks we are seeing in long-term care, so we need to be especially vigilant to protect this population. We continue to partner with the industry to improve quality and infection control in these facilities.”

The Murphy administration took heat earlier in the pandemic for its policies regarding long-term care outbreaks over the course of the spring as many said his administration forced facilities to take COVID-19 patients, which contributed to nearly half of New Jersey's 14,779 confirmed pandemic deaths.

Murphy has vehemently disagreed with that characterization, noting that his administration was crystal clear and explicit about any reintroduction of COVID positive residents into long-term care facilities came with conditions. They would need to cohort, separate into different floors, or different buildings or different wings. The order included staff.

"Many came to us and said, 'We can't do that, can you help us find a place for these COVID positive patients?' We did exactly that," he said back in August. "So that talking point is myth."

Murphy also said that it may have happened, but it was explicitly against the guidance of his administration.
