Millburn 2025 Election Results Certified: See Winners Of Council, School Board Races

Republicans and Democrats split two open seats on the Millburn Town Committee. Three candidates captured seats on the school board.

MILLBURN, NJ — Republicans and Democrats split two open seats on the Millburn Township Committee in the 2025 election, with Jamie Serruto and Michael Cohen emerging victorious. Meanwhile, three candidates captured seats on the Millburn Board of Education – Abigail Speltz, Jeffrey Cassin and WeiWei Huang – and a referendum for a charter study has been approved, official results show.

A highly watched governor race brought many Millburn residents to the polls on Nov. 4. But there were plenty of other choices for local voters to make in the general election.

With 100 percent of districts reported and the results certified as of Wednesday, here are the final tallies, according to the Essex County Clerk's Office:

TOWN COMMITTEE

Millburn residents voted for two open seats on the township committee. Terms last for three years. The candidates were Jamie Serruto (Republican), Kris Heinrichs (Republican), Annette Romano (Democrat), and Michael H. Cohen (Democrat).

Serruto and Cohen have emerged victorious in a close, four-way race. Here are the official results from the Essex County Clerk’s Office:

  • Jamie Serruto – 3,936 votes (25.62%)
  • Kris Heinrichs – 3,803 votes (24.75%)
  • Annette Romano – 3,796 votes (24.71%)
  • Michael Cohen – 3,829 votes (24.92%)

BOARD OF EDUCATION

Five candidates competed for three open seats on the Millburn Board of Education. Terms last for three years.

The candidates were: Jeffrey Cassin, Abigail Speltz, Gisela Paula Torgovnick, and WeiWei Huang. Another candidate appearing on the ballot, Christian Germa, said he stepped back from the race in early September.

Speltz, Cassin and Huang have captured seats on the board. Here are the official results from the Essex County Clerk’s Office:

  • Jeffrey Cassin – 3,543 votes (22.25%)
  • Abigail Speltz – 4,409 votes (27.68%)
  • Christian Germa – 1,938 votes (12.17%)
  • Gisela Paula Torgovnick – 2,965 votes (18.62%)
  • WeiWei Huang – 3,072 votes (19.29%)

CHARTER STUDY

Millburn voters were asked to cast a "yes" or "no" vote on whether to elect a commission to study the town charter and potentially recommend changes to the town's form of government. After the work of the commission is complete and a recommendation is made, the voters of Millburn will have an opportunity to vote on whether to enact the commission’s recommendation at a future election.

Voters were also asked to choose five candidates for board commissioners (see the winners here). If the question for a charter study commission failed, then no candidates would have been elected. Learn more here.

The referendum passed, clearing the way for the charter study. Here are the official results from the Essex County Clerk’s Office:

  • YES – 4,458 votes (65.3%)
  • NO – 2,369 votes (34.7%)
