Millburn 2025 Election Results: Town Committee, School Board, Charter Study (UPDATED)
Who is leading the races for Millburn Town Committee and the board of education? And what about the charter study referendum?

MILLBURN, NJ — The dust has settled from this week's local elections in Millburn, and several candidates have moved to the front of the pack, unofficial results show.
A highly watched governor race brought many Millburn residents to the polls on Tuesday. But there were plenty of other choices for local voters to make in the 2025 general election, including town committee, school board and a charter study referendum.

TOWN COMMITTEE

Millburn residents voted for two open seats on the township committee. Terms last for three years. The candidates are Jamie Serruto (Republican), Kris Heinrichs (Republican), Annette Romano (Democrat), and Michael H. Cohen (Democrat).
With 100 percent of districts reported, Serruto and Heinrichs lead Cohen and Romano. Two of the candidates (Heinrichs and Cohen) were separated by just four votes as of Friday. Results still need to be certified before they are official.
Here are the latest unofficial results from the Essex County Clerk’s Office:
- Jamie Serruto – 3,848 votes (25.72%)
- Kris Heinrichs – 3,719 votes (24.85%)
- Annette Romano – 3,681 votes (24.6%)
- Michael Cohen – 3,715 votes (24.83%)
BOARD OF EDUCATION
There are five candidates competing for three open seats on the Millburn Board of Education. Terms last for three years. The candidates are: Jeffrey Cassin, Abigail Speltz, Gisela Paula Torgovnick, and WeiWei Huang. Another candidate appearing on the ballot, Christian Germa, said he stepped back from the race in early September.
With 100 percent of districts reported, Speltz, Cassin and Huang have apparently captured seats on the board. Results still need to be certified before they are official.
Here are the latest unofficial results from the Essex County Clerk’s Office:
- Jeffrey Cassin – 3,455 votes (22.28%)
- Abigail Speltz – 4,289 votes (27.66%)
- Christian Germa – 1,888 votes (12.18%)
- Gisela Paula Torgovnick – 2,882 votes (18.59%)
- WeiWei Huang – 2,990 votes (19.29%)
CHARTER STUDY
Millburn voters were asked to cast a "yes" or "no" vote on whether to elect a commission to study the town charter and potentially recommend changes to the town's form of government. After the work of the commission is complete and a recommendation is made, the voters of Millburn will have an opportunity to vote on whether to enact the commission’s recommendation at a future election. Voters will also be asked to choose five candidates for board commissioners. If the question for a charter study commission fails, then no candidates are elected. Learn more here.
With 100 percent of districts reported, it appears that the referendum has passed. Results still need to be certified before they are official.
Here are the unofficial results from the Essex County Clerk’s Office:
- YES – 4,328 votes (65.09%)
- NO – 2,321 votes (34.91%)
