Police asked the public for information that could help them find Kianna Carter.Carter was reported missing by her mother around 5:40 p.m. Nov. 20, police said. She does not have a phone with her.Police believe that Carter is frequently in western Philadelphia.Carter has blond hair and brown eyes and was last seen wearing a black burqa, police said.
