ICE Arrests Red Bank Man Accused Of Assaulting Neighbor, Report Says

The man accused of hitting a Bank Street resident in the head and pouring gasoline on him was arrested Thursday morning, the report said.

RED BANK, NJ — The Red Bank man accused of hitting a Bank Street resident in the head and pouring gasoline on him was taken into custody by federal immigration agents Thursday morning, according to a report from RedBankGreen.

Around 10 a.m., unmarked cars and officers in bulletproof vests were seen near a home at 78 Bank Street, the report said.

One officer told RedBankGreen that the agents were US Customs and Immigration Enforcement (ICE) working out of the agency’s Newark Field Office and that they had arrested the suspect charged in connection with the Feb. 4 assault of a Bank Street resident.

Jose Hernandez-Ruano, 23, of Red Bank, was charged with aggravated assault, unlawful possession of a weapon, possession of a weapon for unlawful use, possessing and providing false identification and hindering his apprehension, according to police.

On Feb. 7, Hernandez-Ruano had his detention hearing and was released with the conditions of monthly monitoring, no victim contact and no return to the scene of the crime, according to the Monmouth County Prosecutor’s Office.

Red Bank Police Chief Michael Frazee told RedBankGreen that he was not aware of the arrest Thursday morning and that there were no Red Bank Police officers on the scene.

A search of ICE’s Detainee Locator System shows that Hernandez-Ruano is being held by ICE at the Elizabeth Contract Detention Facility.

Patch has reached out to Frazee, the Monmouth County Prosecutor’s Office and ICE for more information.

The Bank Street incident occurred close to midnight on Feb. 4, authorities said.

A Bank Street man was drinking with a friend in his backyard when Hernandez-Ruano entered the backyard, threw gasoline on him and hit him in the head with a small baseball bat or another long hard object, according to an affidavit filed in the case.

Hernandez-Ruano then ran off, jumping a nearby fence and losing his shoes in the process, the affidavit said.

The victim of the incident was taken to Riverview Medical Center and treated for two cuts to the head that required staples to close, according to court documents. The victim has also suffered from headaches and vision issues since the assault.

On Feb. 6, Hernandez-Ruano was riding his bicycle past the victim’s house when the victim saw him and identified him as the person who assaulted him, the affidavit said. He was arrested after the victim stopped him and called the police.
