Red Bank Plumber Sentenced After Filming Private Parts Of 27 Women, Girls: Prosecutor

Christopher Cox, 35, was sentenced after he admitted to taking "upskirt" videos in stores and videos at clients' homes, prosecutors said.

RED BANK, NJ — A Red Bank plumber has been sentenced to eight years in state prison after he admitted to videotaping the intimate parts of multiple women and girls without their consent or knowledge at local stores and in their homes, Monmouth County Prosecutor Raymond Santiago said.

Christopher Cox, 35, of Red Bank, was sentenced Friday after pleading guilty to eluding police, two counts of endangering the welfare of a child, and three counts of invasion of privacy last year, prosecutors said.

Cox was first arrested in 2022, and took videos of 27 women and girls at various points from 2021 into 2023, according to authorities.

Investigation into Cox’s activities led to authorities seizing multiple digital video files from Cox, with most depicting girls and women being filmed from below using a phone placed in a grocery basket, duffel bag, or other means, prosecutors said.

The videos were taken at supermarkets and box stores throughout Monmouth and Union counties.

Investigators further discovered that similar videos were recorded in the homes of Cox’s clients while he worked as a plumber, Santiago said.

Authorities found that Cox videotaped himself rubbing his pelvic area on clients while in their homes and, in one instance, exposed himself and performed a lewd act.

On Oct. 20, 2022, Cox was seen following female shoppers around the ShopRite on Shrewsbury Avenue and using his phone in a way that indicated he was recording them from behind, prosecutors said.

About a week later, Santiago said Cox was pulled over on Newman Springs Road in Red Bank. After initially obeying a command from police to exit his vehicle, prosecutors said Cox quickly re-entered his vehicle and sped away from the scene.

Cox was later located in Little Silver and taken into custody without incident, Santiago said.

In April 2024, a Monmouth County Grand Jury returned a 67-count indictment against Cox.

The counts were later amended to encompass his crimes against all 27 known victims, Santiago said, a fact that Cox acknowledged during his plea hearing.

Under the terms set down by Monmouth County Superior Court Judge Joseph Oxley, Cox will be subject to parole supervision for life and required to register as a sex offender under Megan’s Law, prosecutors said.

“The deeply disturbing nature and scope of the conduct exhibited by this defendant underscored a clear mandate for justice,” Santiago said. “After consultation with the victims, we feel this resolution is fair and appropriate, and necessary for the obvious need to deter such behavior.”
