New Tests Lead To Arrests In 2010 Fatal Shooting In Toms River

The Ocean County Prosecutor's Office said new tests on evidence from 2010 led to the arrests in the killing of an Arkansas man.

TOMS RIVER, NJ — Two men have been arrested and charged in 2010 shooting that killed a man in Toms River, the Ocean County Prosecutor's Office said Wednesday.

Maurice H. Cole, 36, and Jerron T. Evans, 41, both of Lakewood, are charged with murder in the fatal shooting of Rondell Proctor on May 27, 2010, in Toms River, First Assistant Prosecutor Michael T. Nolan Jr. said. The two men were arrested Tuesday.

Toms River police were called to Winteringham Village apartments about 12:45 a.m. on May 27, 2010, for a report of a shooting and officers found Proctor, 22, of Arkansas, with several gunshot wounds to the torso and a gunshot wound to the face, authorities said. Proctor was taken to Community Medical Center where he was pronounced dead.

The prosecutor's office said the investigation went cold for several years, but the continuing investigation combined with the testing of items of evidence that could not be tested in 2010 resulted in the filing of charges against Cole and Evans.

Cole and Evans were arrested without incident by detectives from the Ocean County Prosecutor’s Office Major Crime Unit, Toms River Township Police Department, Lakewood Township Police Department, and Ocean County Regional SWAT Team.

Both men are being held in the Ocean County Jail pending a detention hearing.

The prosecutor's office said the Major Crime Unit, Narcotics Strike Force and High Tech Crime Unit, along with the Gangs/Intelligence/Homeland Security Squad; Toms River, Lakewood, Brick Township police departments; the Ocean County Sheriff’s Office Crime Scene Investigation Unit; Ocean County Regional SWAT Team, the FBI, the Osceola County (Florida) Sheriff’s Department and Kissimmee (Florida) Police Department combined in the investigation.
